Goodyear is a fast-growing West Valley suburb in the Greater Phoenix area, straddling the Gila River in Maricopa County. The city Engineering and Development Services Division administers development impact fees, water and wastewater development fees, building permit and plan review fees, civil construction permit fees, and planning and zoning application fees. Impact fees are levied under Arizona Revised Statutes Section 9-463.05 across two geographic zones, North (north of the Gila River area) and South (south of the Gila River). Goodyear operates its own water and wastewater utility and administers a Community Facilities District program under Arizona's CFD statute. Arizona municipalities do not use Virginia-style cash proffers.

Development Impact Fees - Effective April 1, 2024

Goodyear levies development impact fees under Arizona Revised Statutes Section 9-463.05, administered under Goodyear Code of Ordinances Article 9-8 (Ordinance 19-1416 as amended by 20-1461). Fees cover fire, parks, and police; there is no street development impact fee. Parks fees and the water and wastewater development fees vary by geographic zone (North and South of the Gila River). Non-residential impact fees are charged per 1,000 square feet by land use. Fire is $625 (industrial), $1,147 (commercial), $1,758 (office), $1,638 (institutional). Police is $464 (industrial), $851 (commercial), $1,303 (office), $1,214 (institutional). Parks non-residential ranges from $32 to $116 per 1,000 SF depending on use and zone.
