Utility Buy-In Assessments
Source: City of Chandler Citywide Fee Schedule (Resolution No. 5966, effective March 2, 2026; SHA-256 624ae9c4...), Sections 7.1.11-7.1.14 (Public Works and Utilities), captured verbatim. In Chandler, utility connection fees are structured as "Buy-In Assessments" charged per linear front foot based on main size and installation depth. These physical connection charges are distinct from the ARS 9-463.05 System Development Fees (capacity charges) listed above. The FY 2024-25 SDF Annual Report confirms that "Connects / Buy-ins" revenue ($131,131 water; $63,499.56 reclaimed water) appears as a separate line from SDF revenue, confirming both charge types apply independently.

Coverage Notes - What This Page Does Not Cover
Per ZoneFee's Partial-Verified Publication Standard, the items below were not closed via confirmed standalone fee amounts on this page. They are disclosed here rather than estimated or omitted silently.
Special District Fees (Community Facilities Districts)
No city-administered Community Facilities District (CFD) developer application fee schedule was found on chandleraz.gov or in the 50-page Citywide Fee Schedule. Chandler is a large, predominantly built-out East Valley city (population approximately 270,000) that has financed infrastructure through its ARS 9-463.05 System Development Fee program; a new-growth CFD overlay is not part of its current published fee structure. The schedule does include engineering cost-sharing mechanisms (reimbursement agreements per Sec. 7.1.9 and Median / Streetlight Buy-In Assessments per Sec. 7.1.10), but these are not a city-administered special-district developer-application fee. Closed-search outcome: this fee family is not administered by this jurisdiction.
Proffers
Arizona jurisdictions do not use Virginia-style cash proffers. Virginia Code Section 15.2-2303 (conditional-zoning proffers) has no Arizona statutory analog. Developer-side capital contributions in Chandler are captured under the ARS 9-463.05 System Development Fees, the utility buy-in assessments, and the zoning and site development application fees documented above. Closed-search outcome: this fee family does not apply to this jurisdiction.
Related Arizona Jurisdictions
Chandler anchors the East Valley submarket adjacent to other jurisdictions in ZoneFee's Arizona coverage: Arizona fee coverage overview, Gilbert, AZ development fees, and Scottsdale, AZ development fees.
