Important Arizona context: The City of Scottsdale collects ARS 9-463.05 development impact fees only for water and wastewater services. Per Scottsdale Water's public documentation and the adopted Infrastructure Improvements Plan (IIP): "the only Necessary Public Services for which development fees are collected are for Water and Wastewater services."
