Gilbert is one of the fastest-growing municipalities in Greater Phoenix, located in the Southeast Valley of Maricopa County. The Town of Gilbert administers a comprehensive ARS 9-463.05 System Development Fee (SDF) program across seven service categories (fire, police, traffic signals, roads and intersections, parks and recreation, water, and wastewater), plus a separate development services fee schedule covering planning application fees, building permit fees, sign permits, engineering fees, and fire permit fees. Non-utility SDFs were adopted April 16, 2024 and became effective July 1, 2024. Development services fees were updated by Resolution 4563, adopted May 20, 2025 and effective July 1, 2025 - the first major fee update in over 20 years.
